Public Cloud is where a standard cloud computing model is used by a service provider to makes resources, for example applications and storage, available to consumers and the general public over the Internet. Public cloud offerings may often be free or offered on a pay-as-you-go model.

Applications, storage, and other resources are made available to the general public by a Cloud computing service provider.  One of the biggest examples of this is Google.
